Here is what actually moved in Naples and Southwest Florida, and what each story means if you own, want to buy, or are thinking about selling.

Collier commissioners adopt FY2027 budget, hold tax rate flat and trim Conservation Collier funding

At their final budget hearing on Sept. 17, Collier County commissioners unanimously adopted a more than $3 billion fiscal 2027 budget and kept the general-fund millage rate flat at last year's level, so the tax rate does not rise even as taxable values climb. In a 3-2 vote (Kowal, Hall and McDaniel in favor, LoCastro and Saunders against), they also reduced funding for the voter-approved Conservation Collier land-preservation program from about $35 million to roughly $30 million a year. County staff said the conservation fund still holds more than $60 million in reserves for land maintenance.

Why it matters: Property taxes are a front-line concern for every Naples-area owner and buyer, so the team can point to a held-flat rate as a stability story while flagging that a flat millage on higher assessed values can still mean a larger bill. The conservation trim spares homeowners roughly $13 a year on a $400,000 home, a small figure but a useful talking point on how Collier is managing costs. For out-of-state and relocating buyers weighing Florida's no-income-tax pitch, the actual line that matters is the county millage and how it interacts with the homestead exemption, and this hearing sets that number for the year ahead.

30-year mortgage jumps to 6.95% in Freddie Mac survey, a roughly 20-month high

Freddie Mac's weekly Primary Mortgage Market Survey released Sept. 17 put the average 30-year fixed mortgage at 6.95%, up from 6.76% a week earlier and 6.26% a year ago, with the 15-year at 6.26%. It was the fourth straight weekly increase and the highest reading since roughly January 2025, driven by the Federal Reserve's recent rate hike and 10-year Treasury yields hovering near 5%. Chief Economist Sam Khater said the 30-year rate continues to fluctuate as markets assess incoming economic data.

Why it matters: This confirms the direction of travel after the Fed move: financing keeps getting more expensive, not cheaper, which lets the team reset buyer and seller expectations toward buydowns, negotiation and cash-forward offers rather than waiting for relief that is not here. Naples' deep cash and second-home buyer pool gains leverage when financed buyers see their purchasing power shrink. For out-of-state and second-home buyers who need a loan, a sub-7% but rising 30-year note is the number to budget around, and it strengthens the case that a larger down payment or all-cash offer carries real weight in today's market.

Toll Brothers breaks ground on Sawgrass Lakes, a new gated community at Babcock Ranch

Toll Brothers began construction on Sept. 17 on Sawgrass Lakes, a gated single-family community in the WestTown section of Babcock Ranch in nearby Lee County. Plans call for one- and two-story homes of three to six bedrooms, many overlooking lakes, across three collections starting in the upper $500,000s and ranging above $1 million. Home sales are expected to begin in January 2027, with amenities including a pool, trails, fire pits, event lawns and playgrounds plus access to the broader master-planned community.

Why it matters: New builder inventory in a well-known Southwest Florida master-planned community gives the team a concrete comparison point when advising buyers weighing new construction against Naples resales, especially at the upper-$500,000s-and-up price band. Babcock Ranch's resilience and amenity-rich, planned-community appeal is a strong draw for relocating and second-home buyers, so it is worth tracking as competing supply just up the road. For out-of-state buyers, a January 2027 sales launch signals where fresh, warranty-backed inventory is coming online as they plan a move.
